The essential difference is that this is not a work permit: you establish a company or obtain a trade licence (živnosť), then apply for temporary residence for the purpose of conducting business. There is no labour market test and no sponsoring employer, but the whole burden falls on you: a convincing business plan, proof of funds and properly kept accounts.
